In 2026, Blaine voters will elect one person to the city council in Ward 3. The Ward 3 candidates are:
TERRA FLEMING
About:
My name is Dr. Terra Fleming, and I am proud to call Blaine home. This July, I celebrated my 60th birthday, grateful for the experiences, relationships, and opportunities that have shaped my life and career.
Born and raised in Southwestern Minnesota, I learned the value of hard work, integrity, and service. Inspired by my father, I became a chiropractor 36 years ago and have dedicated my career to helping people improve their health and quality of life. I am also a DOT medical examiner, and in 2024, I expanded my training to become an animal chiropractor, allowing me to serve both people and animals.
I have owned and operated my chiropractic practice in Blaine for 26 years and have lived here for the past 16 years. Through my work, I have built lasting relationships with families throughout our community and seen firsthand the importance of strong neighborhoods, local businesses, and community involvement.
My husband, Javano, and I are blessed with a wonderful blended family: our three sons, Parker, Evan, and Spencer, and my stepdaughter, Jayna. Family has taught me the importance of listening, compassion, and bringing people together.
I remain committed to serving Blaine with transparency and integrity.
Important Issues:
One of the most important issues facing Blaine is the rising cost of living and property taxes. We must be transparent about the city budget and find responsible ways to continue providing the services and amenities residents need and value.
The use of Flock cameras is another important issue. Residents deserve clear information about how these cameras are used, what information is collected, and how it is protected. Education and transparency are essential to maintaining public trust.
Highway 65 and the ongoing construction are also major concerns. I will continue supporting efforts to move the project toward completion while minimizing impacts on residents and businesses.
As Blaine continues to grow, strategic development of the remaining available land is critical. Thoughtful planning must consider infrastructure, traffic, housing, businesses, economic sustainability, and the quality of life our residents value.
Goals if Elected:
- Continue developing the 105th Entertainment District, including a unique event stadium, indoor recreation space, festival grounds, holiday light displays, hotels with water park or swimming amenities, indoor playgrounds, and new dining options.
- Practice fiscal responsibility through my role on the Budget Subcommittee by identifying opportunities to reduce spending while maintaining essential services residents depend on, including roads, parks, wells, snow removal, and other city services.
- Advocate for a new fire station in Northeast Blaine to better serve our growing community and improve response times.
- Promote strategic, intentional development that reflects Blaine’s needs rather than more cookie-cutter projects. Areas such as Northtown and the west side of Highway 65 deserve thoughtful planning and a clear vision.
- Help Blaine navigate the Highway 65 construction project by partnering with county and state leaders to prepare local roads and minimize impacts on residents and businesses.
- Champion transparency, fiscal responsibility, and community involvement, ensuring residents have a voice in shaping Blaine’s future.

MAIA GUNDERSON
About:
I live in Blaine with my husband Will (a stay-at-home dad & Marine Corps veteran), our 2 kids, and our dog + cat + chickens.
Blaine has been our home for 6 years. We chose this community to build a beautiful life for our family. I’ve lived in Minnesota my whole life. I graduated from the University of Minnesota with degrees in communication and management, and today I work for an HR software company.
I am a working mom. I know how hard it is to make ends meet and I will work to make living in Blaine affordable.
I’m running to make sure Blaine grows as a place where all families can put down roots and thrive — with strong neighborhoods, responsible allocation of resources, and a responsive city government.
Important Issues:
1. Affordability: Manage budgets responsibly, prioritize cost-savings for residents, increase access to public transit.
2. Accountability: Ensure community input on large projects, show up for the job, avoid all conflicts of interest.
3. Community: Strengthen neighborhood ties through shared spaces and regular events, prioritize community safety in funding.
4. Sustainability: Protect our local environment, block data centers, improve walk/bikeability, expand eco-friendly initiatives
Goals if Elected:
1. Pass a moratorium on Data Centers
2. Remove Flock cameras
3. Prevent Private Equity and Corporations from purchasing manufactured home parks and single family homes
4. Create a ballot measure for building a community center
5. Join GreenStep Cities of Minnesota
6. Increase participation in community input/feedback through the existing Survey tool for residents
