About: My husband and I purchased our home in 1987. In the 1990’s I became involved in the Lino Lakes community by volunteering at Wargo Nature center and then appointed to the Lino Lakes Environmental Board. Target approached Lino Lakes to open a store during my tenure on the Environmental Board. Being part of this large project gave me insight into how Lino Lakes staff and boards work together because a development this size affects the entire community. I was a member of the 2020 Comp Plan Committee.
As a resident I have seen how our community reacts to large developments, there is always an initial non positive reaction to a change of what was originally in the city growth plan. First was Target then Eagle Brooke and now Madinah Lakes project. I have witnessed how the city staff and boards take this seriously and adjust the dreams of each developer to work with our city.
Currently I am part of the Rice Creek Watershed Citizens Advisory Committee, the Stream Health Evaluation Program (the streams run through Lino Lakes) and part of the CAMP program, I monitor a lake in Rice Creek Watershed.
Important Issues: Development of homes. I have seen in the Star newspaper 6 pages of foreclosed homes I have not seen this since 2008. In the same newspaper an article about a national home developer that is building homes in Lino Lakes is looking for investors due to homes built in southern states where the ratio of vacant spec homes compared to homes sold are not aligned.
Lighting and Water are two of our biggest assets of this community. As a city we need to make sure developers when they develop open land are working toward having the same aesthetic look as the current neighborhoods. Matching a new development to already existing neighborhood lighting is a good selling point more people are looking for areas with dark skies plus it is cost saving on our taxes. Water needs to stay on existing land and slowly leave naturally.
Goals if Elected: My main goal is to make sure we are leaving this community in good shape for the generation 30 years from now. To enhance what has drawn people to Lino Lakes and what residences are hoping for in the future. When I previously canvased residence spoke to me about slowing the speed on streets these citizens lived on county roads, collector and dead-end streets. I believe they want a safer community and to connect to the trail system. I would like to see roads automatically putting in paths for walking and biking when street infrastructure is being rebuilt.
Currently we have two lakes not on the Minnesota impaired waters list out of thirteen lakes I would like to see us get more off the list and to make sure lake Amelia stays off the list.

About: Greetings, I’m Randy Rennaker, a proud 45-year resident of this community where I live with my wife and two children; our oldest daughter is recently married and lives in Circle Pines with her husband.
A Centennial High School Graduate (1990), I furthered my education at Anoka-Ramsey Community College and the University of Minnesota. Since 2003, I have worked at Miner/Star Equipment in Lino Lakes, where I serve as a Project Manager and Account Executive. In that role, I have learned the importance of balancing budgets, coordinating teams, and delivering solutions that make both economic and practical sense. These same skills translate directly to city leadership, where thoughtful planning, fiscal responsibility, and collaboration are key to success.
I serve as a youth baseball coach for kids with special needs, I am currently a member of the Lino Lakes Economic Development Advisory Committee, and I serve on the Advisory Board of the Hamm’s Beer Collector’s Club.
My family cherishes this community – its parks, trails, lakes and natural areas – and I’m running to preserve its small-town charm while fostering smart growth.
Important Issues: Leading with transparency, integrity, kindness, and an open mind. We can learn a lot by listening to one another and considering the unique perspective that each of us brings to a discussion. It’s important that residents’ voices are heard and appreciated.
I believe that all commercial and residential development must be planned thoughtfully. We must always consider the perspective of current residents while planning for the future. I favor smart and measured growth, while retaining our small-town charm. As a councilmember, I will strive to retain this, while also standing firmly for landowner rights.
Reducing the tax burden on homeowners by increasing our commercial tax base in our business districts and supporting business-friendly policies. Expand our commercial opportunities to dynamic businesses that residents are longing for.
Goals if Elected: As a project manager, I’m often tasked with bringing multiple parties together to create solutions for unique and costly issues. I pride myself in being able to research a topic and understand various viewpoints before delivering a solution. I will advocate for “Town Hall” style meetings when city projects can potentially disrupt or involve neighborhoods, or private properties. My approach would involve bringing all parties to the table for questions, answers and dialogue. I will respectfully listen and respond to any resident concern or question that is brought forward.
Ensuring that development reflects the voices and priorities of the residents, not just developers, through transparent, community-driven planning. Smart growth, Stronger community!
I wholeheartedly believe in managing the city’s pocketbook in the same manner that I manage my own, for our family. I will always consider the value in each cent that we as a city spend.

About: Raised on a small farm in Mountain Lake, Dale Stoesz learned early the value of hard work, resourcefulness, and conservative stewardship. Since 2012, he has served Lino Lakes through 14 years of civic leadership—including City Council (2012–2015, 2018–present) and Planning & Zoning (2016–2017).
Dale holds a bachelor’s degree in Computer Science from the University of Minnesota–Mankato and a master’s in Organizational Leadership from Bethel University. His career spans IT roles in banking and his current position as a purchasing administrator for a family-run manufacturing business, where he manages supply chains and vendor relationships.
From 2023 to 2025, Dale worked as a Direct Support Professional, assisting non-verbal individuals with profound disabilities—an experience that deepened his commitment to compassionate care and mental health advocacy.
He serves as Vice-Chair of North Metro TV and as a member of the Statewide Emergency Communication Board, helping guide Minnesota’s public safety communications.

About: Hi, I’m Christopher Stowe, and I own Rehbein’s Arena in the Village of Lino Lakes, the Midwest’s Most Complete Riding Facility. I offer affordable equine boarding to our community and surrounding areas. I also have a college background in CAD and am a licensed plumber—a profession that instilled in me a respect for honest work, practical problem-solving, and straight answers—qualities I believe are lacking in city government. After buying my farm, the city attempted to restrict me to 12 horses despite my 1968 Special Use Permit, 35 stalls, and another building designed to house 50 more. I spent over $20,000 on attorneys while the city, instead of protecting my rights, weaponized the DNR, RCWD, and MPCA against me without notice. Since then, I’ve been a consistent presence at Council meetings—observing and speaking up when transparency and accountability fall short. I’ve seen rushed, high-density development and poor communication from city leaders strain infrastructure, raise taxes, and erode the rural character that makes Lino Lakes unique. My campaign is built on transparency, accountability, and balanced growth. I am running to represent residents—not special interests—to preserve our community’s character while keeping it affordable and strong for the future.
Important Issues: My top three priorities for the city are honesty, transparency, and common sense—qualities I believe are severely lacking in Lino today. A clear example is the sewer and water project north of Bill’s Gas Station. Residents were told it would cost about $30,000 per household and that they could keep their wells. As a licensed plumber, I knew that once sewer and water are available, connection is required by law. The true cost was closer to $50,000 per household, plus plumbing expenses. Taxpayers also paid approximately $3.5 million—about $175,000 per home—for roadwork and piping, while a nearby developer benefitted without covering those costs. Residents endured ripped-up roads, heavy noise, and broken promises about restoration. Many say they would’ve voted differently if given the full truth. This is why transparency, fiscal responsibility, and respect for residents’ voices will be my top priorities as councilman. Math should Math.
Goals if Elected: My goal as a councilmember is to stop the pattern of dishonesty and backroom decision-making that has become too common in Lino Lakes. Time and again, residents are given half-truths about costs, taxes, and development, only to find out later that the real price is far higher. I know this personally—when I bought my farm, the city came after me in the same dishonest way, ignoring my rights and forcing me into an expensive legal battle. That experience showed me how the city treats its own people, and it’s a big part of why I’m running. If elected, I will insist on full transparency and straight answers. If a project doesn’t add up, if the math is fuzzy, or if residents aren’t getting the truth, then the right decision is clear: vote no. My goal is to keep Lino Lakes honest, affordable, and true to the rural character we cherish.
