LINO LAKES, Minn. – (Aug. 6, 2015) – William Owens, the Lino Lakes Police Officer that shot and killed a man in May will not be indicted on murder charges.
Owen shot Sam Holmes following a traffic stop. Holmes was stopped for speeding, was found to have warrants out for his arrest and was suspected to be under the influence. There was a struggle between the two men and Holmes drove off during the stop, dragging Officer Owens down the highway with him.
The Grand Jury heard testimony from 15 witnesses, and based on the evidence decided not to indict Owens on charges of murder in the second degree.
They concluded that his actions were justified based on state law, and he was authorized to use deadly force in the situation.
