RAMSEY, Minn. – A Ramsey city councilmember has been convicted of two felony counts of theft by swindle. David Elvig was charged more than a year and a half ago with embezzling nearly $20,000 from his employees’ retirement accounts and health plans while he was the owner of E-Street Makers, which closed in 2009.
The investigation was originally led by the U.S. Department of Labor Employee Benefits and Security. The department claimed that Elvig kept the contributions that should have been given to the various employee accounts in the general operating account, and used the money to pay basic business expenses. His actions led to employees losing their retirement account earnings and defaulting on 401(k) loans.
Since being convicted, Elvig has resigned from the city council. The city of Ramsey is planning a special election for his seat in August.
